Safer from Wildfires, in plain language
Safer from Wildfires is California's official mitigation framework, created in 2022 by the Insurance Commissioner with the state's emergency and forestry agencies. It does two things that matter to every WUI homeowner: it defines the specific hardening measures that count, and, through Insurance Code §2644.9, it requires admitted insurers to recognize them in wildfire risk pricing. It also gives you the right to see your property's wildfire risk determination and to appeal it.

Structure hardening
Class A fire-rated roof
The highest-rated roof coverings: composition shingle, metal, tile.
Enclosed eaves
Soffits closed with noncombustible or ignition-resistant material so embers cannot lodge in open rafter bays.
Fire-resistant vents
Ember- and flame-resistant vents, or fine metal mesh screening on every opening.
Upgraded windows
Multi-pane glass or added shutters that resist radiant heat and breakage.
Six inches of vertical clearance
Noncombustible material at the base of exterior walls so ground fire cannot climb into the siding.
The first hundred feet
Immediate surroundings
The ember-resistant zone
Nothing combustible in the first five feet: vegetation, mulch, stored items, or attached wood fencing.
Cleared decks and under-deck areas
No vegetation, debris, or combustible storage beneath decks.
Defensible space compliance
Vegetation managed in zones out to one hundred feet per state law.

The catch, and the fix
The framework only pays when your carrier can verify the measures exist. Self-reported checklists carry little weight. A WUI Clear record documents every measure above with photographs, dates, and the signature of an independent Certified Wildfire Mitigation Specialist, in a standardized package mapped field by field to the framework and §2644.9. That is the difference between having done the work and getting credit for it.
